Best tool to cut plastic packaging

I need to cut the top piece away so I can freely remove bottles. Things I've tried:

  • Razor blade: they get dull quickly, and additionally a slight error in speed or force punctures the water bottles.
  • Surgical Grade Blades #11: they are sharper but again they get dull very quickly, I had to change them basically every day. They are also not sharp enough to immediately cut through any thing so it's hard to apply the right amount of pressure to cut the plastic packaging but not the bottle
  • Surgical Grade Blades #10: I thought since they are less pointier it might not cut into the bottle as frequently, but instead they felt a lot duller (potentially because a lot of increase in surface area) so they work not that great

In addition, it felt like when the plastic has tension perpendicular to the direction of cutting and is flat, all 3 works great. However, that's usually not the case with how the water is packaged.

What tool would you suggest me try next?

A pair of good scissors should do the trick. You can get more durable ones at the hardware store than at the grocery store kitchen aisle or what have you.

The initial pierce might be slightly harder, but that's when the packaging is under the most tension and easiest to break. Then for the rest the scissors provide the tension that you're missing when you get halfway through with a single blade.
