There are only 3 digits / wheels. You can just go from 000 to 999 one by one, until you find the winning combination. You will most likely not have to go through all the combinations - you will definitely stop after finding the good one.

The instruction is valid if the code is 000. In order to use the reset button as described, you have to set the wheels to the correct code first - which you forgot, unfortunately. Therefore, you need to find the correct code first.
